CBT to launch biometric identification for foreigners entering Russia

JSC "Center for Biometric Technologies" (CBT), the operator of the Unified Biometric System, plans to launch a pilot project on biometric identification of foreign citizens entering Russia. This was announced by the company's CEO Vladislav Povolotsky at the St. Petersburg International Economic Forum (SPIEF-2024).

"We, of course, are ready to accept and serve, and provide a service in terms of biometric identification of foreign citizens. This year we will conduct joint pilots. We will have a full-fledged confirmed biometrics of all incoming foreign citizens, as a pilot," Povolotsky said.

A pilot project to register data of incoming foreigners is planned to be carried out jointly with Moscow as part of the implementation of the concept of migration policy, the press service of the CBT specified.

In addition to migration issues, Povolotsky also touched upon the topic of cross-border payments: "If we are talking about payment trends, I would like to mention a really tempting story, which we are also slowly approaching — this is the history of cross-border payments. That is, this is a topic where customer identification will really be a key role, and the issue of not having to cross borders and find and store biometric and any personal data on the territory of our country under protection."

"It is probably also very important for us to give Russian citizens the opportunity to get some financial services outside the territory of the Russian Federation. But, of course, to be sure that this is a trusted history of interaction between states recognized by each other," he added.

The press service of the CBT stressed that the possibility of interaction for providing financial services outside of Russia, including biometrics, can only be implemented with trusted friendly states.

JSC Center for Biometric Technologies — is the operator of the Unified Biometric System (UBS), which provides collection and storage of biometric personal data. The system was developed by Rostelecom at the initiative of the Ministry of Digital Development and the Bank of Russia in 2018.
