Proxy sellers get their proxies from proxy pools both residential and datacenter proxies. With these proxies there are blacklisted ones and high and medium risk score from its web traffic. Check this with scamalytics.com, whoer.net, ip-score.com, etc and always aim to use a low risk score and no blacklisted ip/proxy/socks5. There isn't a unique or perfect proxy provider. Its up to the carder to determine which proxy to use depending on the job. This is a big factor in having success in carding.
