Can use checker on national interchange dump

So. Is it possible to use checker on national interchange dumps ?

I dont want to get on an airplane to try to cash some dumps that can only be cashed in one country and find out they are dead.

Checker declines dump.
Is it possible it declines because card is for national use only ?
