call visa for authorized amount in swipe !!

i like ask please if anyone has experience with call visa for authorized any big amount in swipe on shopping when the pos show him : Call bank number .........

i hear about people do this and get always approved transaction , people use usa dumps for example and live in europe or asia ...

any help appreciate !
