The Ministry of Digital Transformation announced the creation of a new platform to protect against attacks.

The Ministry of Digital Development, together with Roskomnadzor (Roskomnadzor), is developing new measures to combat fraud. The national project "Data Economy" plans to create a unified anti-fraud platform, Deputy Minister of Digital Development Alexander Shoitov said on November 19 at the intersectoral conference "Customer Security First". The first stage of the platform, according to him, is planned to be completed by the end of 2026.

According to Shoitov, the new initiative will unite the efforts of federal departments, such as the Ministry of Internal Affairs and the Central Bank, as well as telecom operators, financial organizations and departments. It will combine the existing Anti-Fraud systems from Roskomnadzor, Anti-Phishing and Multiscanner from the Ministry of Digital Development, FinCERT from the Central Bank for the exchange of data on current attacks, as well as protection systems for banks and telecom operators.

A representative of the Central Bank said that the initiative of the Ministry of Digital Development was supported conceptually. The Bank of Russia expressed its readiness to participate in the working group, stressing the importance of integrating the FinCERT system into the new platform. This system is already working within the framework of interaction between banks, the regulator and the Ministry of Internal Affairs. The Representative also noted the need to develop the exchange of information through existing channels.

Back in 2022, Roskomnadzor introduced the Antifraud system, which blocks calls from spoofed numbers. According to data for 2023, more than 750 million such calls were stopped with the help of this system. State Duma spokesman Anton Nemkin previously reported that operators controlling 99.6% of all numbers are connected to the system. In 2024, Oleg Terlyakov, deputy head of Roskomnadzor, said that there are 317 million active SIM cards in the KSIM database. In the first nine months of 2024, the Anti-Fraud system prevented 577 million fraudulent calls.

In 2024, the National Multi-Scanner service was launched in test mode, which analyzes files for malware using technologies from Kaspersky Lab, Dr.Web and AVSoft. As Shoitov noted, this tool is an analogue of VirusTotal and is designed to check files for viruses. The Ministry of Digital Transformation emphasized that the introduction of this system significantly increases the level of cybersecurity in the country.

The state Anti-Phishing system warns users about dangerous web resources by comparing the URL with the database of phishing sites. For two years of work, it has identified 500 thousand fraudulent Internet resources. At the Spektr-2024 forum, Deputy Minister Dmitry Ugnivenko noted the effectiveness of this tool in the fight against Internet threats.

The functionality of the new platform, Shoitov specified, will combine all the previously mentioned services. It will work with calls coming not only through ordinary telephone networks, but also through instant messengers. The platform will also be adapted to new challenges, including threats based on the use of artificial intelligence and deepfake technologies, the official stressed.

Shoitov noted that the platform will not just be a combination of existing solutions. Its task is to ensure the effective interaction of all systems, their coordination and standardization of actions. It will include data from banks and operators, as well as provide storage of information on various types of fraud with the possibility of prompt counteraction in real time.

Telecommunications companies have also expressed their willingness to join the project. Representatives of Beeline, Megafon and MTS confirmed their support, noting the need to join forces to improve cybersecurity and protect customer data.

Market experts emphasize that the creation of a single platform will not only speed up the detection of fraudulent schemes, but also increase the level of user protection. Such a step will strengthen cooperation between the state and business in the field of countering cyber threats.
