Banned status

If you acquire the banned status from one of the moderators are you still allowed to use form? If so what is the purpose of the banned status.

Thanks Ninja. Reason I asked is I am about to do dealing with this guy and he has banned under his c.pro nickname. I won't say who he his but I just don't want to get ripped. And even though it say banned, I still see he has very recent posts on board. He even posted yesterday.
