What conditions does the US government offer?

In the near future, the Biden Administration will publish a decree with regulations for artificial intelligence technologies. Experts call it the most significant attempt by the US authorities to establish control over the development of smart cars.

The decree should appear two days before the start of the international summit on artificial intelligence in Britain. It will bring together heads of government, CEOs of major technology companies, and civil society representatives to discuss potential risks.

According to the decree, advanced AI models will be independently tested in US government agencies. Checks will be performed by NIST.

The Department of Homeland Security will make adjustments to the program for issuing H-1B work visas, which are usually obtained by foreign employees of Silicon Valley companies. This will facilitate the immigration of qualified AI personnel and strengthen the US technological leadership in the face of intense international competition.

Federal agencies, including the Ministries of Defense and Energy, as well as intelligence services, are instructed to study the possibilities of using neural networks in their work. Special attention is paid to cybersecurity issues.

Other countries are also working on technology regulation. Recently, the European Commission developed a draft law on eliminating possible threats and monitoring the development of AI. The document is called the "Act on Artificial Intelligence" and should be adopted by the end of 2023. Similar initiatives are currently being worked out in the US Congress.

According to representatives of the Biden administration, now the regulation of AI is one of the priorities for the government.

Concerns are raised about the fact that smart algorithms can negatively affect the labor market, the security of personal data of Internet users, and democratic processes (for example, free elections or referendums).

It is expected that the decree will take into account the voluntary agreement of the 15 largest technology corporations on transparency in the field of AI.

They pledged to develop tools to detect deepfakes (fake images and videos), as well as share data with regulators and the scientific community about the risks and opportunities for safe use of neural networks.
