The initiative is being developed with the participation of industry players in cybersecurity.

In Russia, the idea of creating a separate state structure that will deal with cybersecurity issues is being actively discussed. This initiative is being jointly developed with representatives of the cybersecurity industry, said RIA Novosti source familiar with the discussion.

The need to form a national cybersecurity strategy and a separate federal department in this area was voiced earlier in June by the head of Sberbank, German Gref. According to him, it is important to ensure the protection of all elements of the cyberinfrastructure, since the presence of a weak link jeopardizes the entire system.

At the moment, experts in the information security industry have been conducting a dialogue for several years about the advisability of establishing such a structure, emphasizing its necessity, the general director told the agency

GC "Solar" Igor Lyapunov. Currently, this area is regulated by several departments, including FSTEC, FSB, Ministry of Digital Development and the Central Bank of the Russian Federation.

According to Lyapunov, with the existing distribution of powers, a “borderline effect” arises when certain issues remain out of sight or, on the contrary, “can cause a certain desynchronization.”

The allocation of a single structure or centralization of functions will enhance the country’s security and cyber resilience.

Lyapunov believes that the new body should become a single center of responsibility for regulation, countering threats, coordinating actions and centralizing cyber intelligence functions. At the same time, it is important to take into account the positions of all interested parties, including regulators and law enforcement officers.
