A Ukrainian citizen, 49-year-old Vyacheslav Aleksandrovich Basovich, was extradited to the United States from Germany to face federal charges for his alleged involvement in an international "carding" scheme – stealing victims' personal and financial information, including information related to credit cards, bank cards, debit cards, or other access devices, and using that information to obtain money, goods, or services without the victims' permission or consent.

According to the prosecution, more than $1.8 million in fraudulent credit and debit card payments were received as a result of this scheme.

Basovich was arrested in Germany on December 19, 2023 and extradited to the United States on August 8, 2024. He is accused of conspiracy to use electronic means of communication, fraud with access devices and conspiracy to commit money laundering.

According to the prosecution, from October 2013 to February 2022, Basovich conspired with other people to participate in an international "carding" scheme: Basovich and his accomplices obtained personal data and payment card data of victims and used the stolen information to make unauthorized withdrawals from credit and debit cards.

Scammers withdrew from $7 to $15 and therefore went unnoticed. Basovich and his co-conspirators made more than 148,000 fraudulent transactions totaling more than $1.8 million, and more than 5,100 fraudulent payments were made using victims' payment cards.

"Greed knows no boundaries, but justice knows no boundaries," said U.S. Attorney Dena J. Smith. King, U.S. Attorney for the Western District of North Carolina.

If found guilty, the defendant faces a maximum sentence of 20 years in prison for conspiracy to commit wire fraud and conspiracy to commit money laundering; and 10 years in prison for fraud with access devices.
