I have been using 911.re for sometime now and fairly recently all the payments I tried to make with all the CVVs have been declined entirely. I have seen some posts in the forums about how 911.re is starting to not work as well since security has increased.

Does luxsocks have these problems? And is there any other alternative to 911.re because it's nearly useless at this point in my experience.

It still works well for me.I am easily able to bypass PayPal's & Ebay's antifraud system.
Check your proxy is blacklisted or not.

It can't be just proxy which caused payment declined.It also could be because :
1. Different Time zone & language.
2. Fingerprint & canvas mismatch.
3. Check if your CC is live & has balance in it.
4. Bin is blacklisted on the site.
