If I use a german card, is it not the best to set my Windows up in german? Same as I set my Windows in english if using a UK/Usa card? I'm using AD anyway, but does the Windows language matter then?

I have the same problem, with che AD and Ls AD. Without AD Dns is the same country as the proxy. You found a solution?
