Technically, you can get away with carding bestbuy instore without ID. If you're using Visa you can actually refuse to show them ID and they would have to accept the purchase. If they refuse to sell you the item they can get in trouble and potentially hurt their partnership with Visa it's part...

It's true that Canada has a smaller population, but in a study it was shown that more canadians use the internet than Americans do. Either way, I think Canadians are generally more savvy when it comes to these things than Americans.
