i have a question why is it not recommended to cash dumps of my country youre saying i need out the country dumps to atm withdrawl in my country

cloning the emv chip is not possible right now currently i only have a msr and for the moment im going to be fine as long as i can get 101 dumps+pins theres many atms in my area that still allow swipe transaction, also how can i tell if the bin/bank is not regional block. do i keep testing bins?
