Claims uses alternative methods for all vacation books, therefore 0% cancellation chance (had doubts in the beginning, but though to give this new vendor a shot anyways.) Also claims trip booking is not bounded by time period (can book as early as you want).

Suggests to use Escrow, will send you temporary flight and hotel confirmation once he uses cc fullz to book the trip (will probably last 24-48 hours), then takes no responsibility once flights and hotels are cancelled.

Update: Hotel he booked also got canceled by travel agency on the 2nd day. Fortunately I chose to NOT stay there and booked my own. This guy claims he rebooked my flight but no proof. Refuse to give ANY refund at all, has also blocked me on ICQ.

Yes he is well aware of the problem, and has already blocked me on icq. I also left him offline messages, as well as a long reply to his thread justifying why he owes me a refund, and why it is NOT SAFE for people to use his service, even via ESCROW.

He has then been inactive.
