Police: Traffic stop uncovers major scam

A traffic stop a few days ago on Interstate 75 by a sheriff's deputy has reportedly uncovered a sophisticated fraud scheme engineered by an 18-year-old.

At about 10 p.m. Tuesday, Deputy Douglas Watts noticed a four-door, 2001 Daewoo weaving from side to side as it was heading north on I-75 near County Road 484.

Thinking the driver might be impaired, the deputy stopped the vehicle, driven by Julian C. Velazquez of Georgia. The vehicle had been purchased Feb. 17, but had not been registered.

While the official was talking with Velazquez, a K-9 conducting a drug sniff alerted on the passenger side. Deputies found approximately 30 credit cards and gift cards, a Dell laptop computer and several items used for scanning credit cards.

Velazquez told officials the items were for his personal use, and that he uses the computer and the scanner to scan real credit cards to obtain information from people.

He said he then re-sells the cards with no data on them to people to "rip them off."

Velazquez, 18, was taken into custody and transported to the Marion County Jail, where he was charged with operating an unregistered motor vehicle.

On Wednesday, sheriff's officials were contacted by the young man, indicating he wanted to talk to them about the credit card equipment found in the vehicle.

Detective Erik Dice interviewed Velazquez at the jail and he told the official the laptop is attached to a card reader to copy the encoded magnetic strip from the backs of the credit cards, which are then saved as text files. He said he uses the encoding device to transfer the information from the saved credit card to another blank magnetic card.
The credit card reading equipment, he said, was purchased from China through the Internet. Velazquez told Dice the laptop and hard drive were bought with fake cards from Wal-Mart.

Once the equipment is set up, Velazquez said, he usually buys the valid cards - American Express or Visa - online, and then advertises the cards he purchases on Craig's List, mostly in the Atlanta area.

When a potential customer contacts him - usually over the phone - he sells them the original card and makes them confirm that the card is being activated over the phone.

At the completion of each transaction, Velazquez said he uses his card's copy at stores before the buyer can use their copy. He also says the items purchased by him are later returned for cash refunds.

Dice said none of the victims scammed have been from Marion County.

Velazquez told the official he does not know the exact amount he has received, but it may be a few thousand dollars.
Velazquez was re-arrested and charged with possession of a credit card making device.

The U.S. Secret Service is aware of the case.

Dice says customers need to be careful who they do business with, and to be leery of what he calls unattended devices, such as ATM machines, gas pumps and other outlets, where a card transaction is not supervised by a person.

LET ME GET THIS STRAIGHT...... He was arrested, and only facing charges of Driving an Unregistered car(mistake one, spend ur money on legit papaers instead of dumps)--While being arrested(Mistake 2 talking to cops-admitting scam) he admited to scaming people with his stupid giftcard switcharoo (mistake 3-stupid scam) So he thought he could...ummm..LOWER?!??his charges by talking to them(Mistake 4 -talking to cops with out lawyerAGAIN!)....and he admitted it all, just to get sent back for worse crimes and bigger mistakes.

my stomach hurts, i must go now

.....why would he snitch on himself if he only go arrested for driving with an unregistered car? My god, people just love to make it hard on themselves for no reason what so ever.I like to help people but if anyone does not have any common sense then please dont talk to me =(

this isn't a big deal at all, i had a case similar to this one...

my mom called the cops on me because i was carding, when they came i ran upstairs to try and stash my laptop and msr and everything but they found it all... so they took me to the station and had a detective interrogating me... all i did was simply stay shut i told the cops that i have wholesale connects from china and i reselling products on ebay and the msr was one of them... they tried to get me to give them my password information to my laptop i said NO and DID NOT give it to them because all the evidence they needed was right on the desktop... then they asked me for my ebay account they just looked up the ebay account and asked me for my e-mail address i simply just gave them a random email address i made... end of the day they let me walk out of the precint with my laptop and msr and didnt charge me with anything because the msr is legit to have they had no proof on me but who knows they are probably still watching me

so yea im 18 too... theres no excuse for what this faggot did hes a fuckin idiot for snitching on himself there was no purpose in that... if you can't finish the story you are trying to make up you don't have to man they cant hold that shit against you make some shit up and PayPal with it dont fuckin snitch on yourself you idiot

The officer had already seen the credit cards and the device already in the car, so it's not like he snitched himself up completely. I don't think he should have gone into so much detail though, either zip shut or come up with a bullshit story that sounds convincing. But i guess he shouldn't have been caught with the equipment in the car in the first place.

The point of this article is simple. When in police custody, SHUT UP ask for an ATTORNEY or hire your own. No giving out false information, no explaining or excuses. You CANNOT help yourself by opening your mouth.

if you're into carding, i'll advice that before you buy a car next time, save up for attorney fee first cos even DA wouldnt do you any good and dont be stupid enough to snitch on yourself.
