well. there are two types of responses, that users of webmoney can leave - positive and negative. with positive responses everything is clear - most people write things like "i know this guy, we regulary deal with him and everything always goes fine". with negative responses is a bit more interesting. if someone will leave negative response for your wmid, and he had no transactions with you; webmoney can not approve this negative response - because you had no financial relationships. so thats why if you want to block someone's wmid, you can send him 1$ or less and write a claim to the webmoney arbitrage - for example "i gave him money for hosting, but he pushed me in ingore list in icq. he is a rat, ban him please". for best results, you can compose a fake icq-logs and send them to arbitrage. mosly, arbitrage doesnt carefully read all that mess, instead - they'll easier ban you
