The Russian Ministry of Digital Development has proposed new measures to improve the identification of Internet users who post illegal content. According to the draft resolution published on April 27 , Internet resources, including instant messengers and file sharing sites, will have to store and provide security agencies not only with IP addresses of users, but also with their network port numbers.

This change to the list of data that information dissemination organizers (ORI) should store is aimed at solving the problem of identifying specific users who use various methods to hide their IP address, including load optimization, protection against DDoS attacks, and request redirection. A network port is a unique numeric identifier that helps you maintain network connections at a specific IP address, and adding it to the required data will allow you to more accurately identify users when posting illegal content.

The proposal of the Ministry of Digital Development caused concern among Internet services, since any expansion of the volume of stored data entails additional costs and technical difficulties. Some experts also expressed concerns that the new measures may lead to the need to abandon the use of foreign services, such as Digital Ocean or Cloudflare, which do not share data with the Russian authorities.

In addition, Roskomnadzor plans to collect the geographical coordinates of all IP addresses used by telecom operators from autumn, which, according to the regulator, will increase the effectiveness of combating DDoS attacks and simplify the search for prohibited information. Experts emphasize that such measures can also be used for targeted blocking of resources in certain regions.
